States prepare digital labour-service and cess systems for construction workers
Nine jurisdictions are due to launch Digital Labour Chowk initiatives, while four states plan new cess portals or worker-facilitation centres.
A national conference on Building and Other Construction Workers is scheduled in Mumbai for 11 and 12 September, with a group of state digital-service launches on the agenda.
Maharashtra, Telangana, Delhi, Madhya Pradesh, Jharkhand, Bihar, West Bengal, Andhra Pradesh and Odisha are due to launch State BOCW Digital Labour Chowk initiatives. Madhya Pradesh and West Bengal plan online cess portals, while Bihar and West Bengal plan Labour Chowk-cum-Facilitation Centres.
Why it matters
Construction-worker welfare depends on reliable registration, practical access to benefits and transparent collection and use of the sector's welfare cess.

Digital access can reduce friction, but coverage, worker authentication, grievance handling and interoperability between state systems will determine whether service delivery actually improves.
