Mines Ministry launches critical-mineral recycling concept paper
The policy-development step focuses on resource recovery from end-of-life products and secondary material streams.
The Mines Ministry has launched a concept paper on a domestic critical-mineral recycling ecosystem. The framework is intended to improve resource efficiency and recovery from end-of-life products and secondary sources.
The associated seminar covered e-waste collection, lithium-ion battery metals, black mass, non-ferrous metals, research and policy measures.
Why it matters
Recycling can supplement primary mining, reduce import exposure and support clean-energy, electronics, defence and advanced-manufacturing supply chains.

The concept becomes meaningful when it produces material-specific recovery targets, collection systems, traceability, environmental and worker safeguards, domestic processing capacity and transparent performance data.
Limitations
The release does not provide the concept paper text, quantified targets, budget, regulatory changes, implementation timetable, recovery baseline or treatment of informal-sector workers. The launch is not operating capacity.
