Election Commission sets out a digitally enabled network for electoral literacy

ELC 2.0 is intended to connect year-round civic education across schools, colleges and universities through a dedicated portal.

The Election Commission has presented ELC 2.0 as a structured, digitally enabled network for electoral education across schools, colleges and universities.

The planned system uses a dedicated portal and the ECINET platform. The release places its potential reach at about 15 lakh schools, 25 crore school students, more than one crore teachers, nearly 1,500 universities and around 70,000 higher-education institutions.

Why it matters

Scalable civic education can improve young voters' understanding of registration, polling, counting and the institutions that administer elections.

A national digital network can widen access, but success should be measured through participation, knowledge gains, inclusion, privacy protection and the quality of non-partisan content.

Limitations

The release describes programme architecture and the scale of the education system, not a complete rollout timetable, budget, adoption rate, curriculum evaluation or measured effect on participation.
