India and the Netherlands deepen technical work on the Kalpasar project
Two tripartite agreements connect Indian agencies with Deltares and TU Delft for modelling, engineering, climate resilience and capacity building.
Indian and Dutch institutions have signed two tripartite memoranda of understanding for technical cooperation on Gujarat's proposed Kalpasar project.
The Central Water Commission and Gujarat's Kalpasar Department will work with Deltares and TU Delft. The stated scope includes hydraulic and hydrological modelling, coastal and structural engineering, climate resilience, knowledge transfer, capacity building and digital applications.
Why it matters
Kalpasar is a complex coastal and freshwater proposal. Its feasibility depends on hydrology, ecology, flood protection, structural design and long-term operating assumptions being tested together.

External technical expertise can improve the evidence base, but public value will depend on transparent studies, environmental assessment, cost discipline and clear decisions after the technical work is complete.
Limitations
The agreements establish cooperation. They are not construction approval and do not provide a funding amount, delivery schedule, updated project cost or environmental-risk conclusion.
