PACT platform aims to aggregate demand for zero-emission freight corridors
The NITI Aayog initiative is intended to connect freight demand with vehicle supply, charging and finance through a shared project pipeline.
NITI Aayog's e-FAST India initiative has launched the Platform for Aggregating Clean Transport to combine demand from shippers and logistics providers and connect it with vehicle manufacturers, financiers and charging operators.
A Zero Emission Truck Marketplace was introduced alongside the platform. The official release says annual electric medium and heavy truck deployments increased from 201 in FY 2024-25 to 826 in FY 2025-26, with more than 3,000 operating nationally.
Why it matters
Heavy freight is difficult to decarbonise because fleet demand, vehicle economics, charging capacity and finance must develop together. Aggregation can help turn separate commitments into corridor-level projects.

The practical scorecard should show signed demand, corridor selection, vehicle utilisation, charging capacity delivered, financing terms, total operating cost and verified emissions reductions.
Limitations
The platforms have launched, but the release provides no contracted volume, programme budget, delivery timetable or independent validation of the operating-fleet figures.
