PMMSY review reports higher fish output, exports and infrastructure approvals
The six-year review records substantial sector growth, while approved projects and attributed employment still require outcome-level scrutiny.
A Department of Fisheries review says India's fish production rose from 141.64 lakh tonnes in 2019-20 to 197.75 lakh tonnes in 2024-25.
It reports fisheries exports increasing from Rs 46,663 crore to Rs 73,890 crore between 2019-20 and 2025-26. PMMSY has a total outlay of Rs 20,750 crore, with Rs 2,500 crore budgeted for 2026-27. The release says projects worth Rs 21,394.88 crore had been approved through 11 August 2026 and attributes 58 lakh direct and indirect employment opportunities to the scheme.
Why it matters
Fisheries connect food supply, exports, coastal livelihoods, cold-chain investment and the long-term management of aquatic resources.

Reported production and infrastructure growth should be assessed alongside fisher income, stock health, climate resilience and realised project outcomes.
Limitations
Many figures are government-reported approvals or attributed outcomes, not independently audited impact estimates. Employment opportunities are not necessarily sustained jobs.
