Scholarship DBT framework links the central share to state funding and verified records

Central scholarship payments follow release of the state share and verification of beneficiary records, according to the ministry's control framework.

The Social Justice and Empowerment Ministry says the central share of post-matric scholarships has been transferred directly to beneficiaries since 2021-22, with the same approach used for the pre-matric scheme since 2022-23.

Payments go to Aadhaar-seeded bank accounts after the state share is released and beneficiary data is verified. Applications and monitoring run through state portals or the National Scholarship Portal.

Why it matters

Funding sequence, identity checks and record quality can determine whether eligible students receive support in time to continue their education.

SCULTRA point of view

The framework should be judged by application-to-payment time, pending state contributions, rejection and correction rates, grievance resolution and coverage among eligible students. The existence of a transfer system does not by itself establish timely access.

Limitations

The release describes the payment controls but does not provide state-level delay data, rejection reasons, exclusion-error estimates or beneficiary outcomes.
