Literacy campaign broadens its focus to comprehension and practical skills

The September ULLAS campaign connects reading and writing with applied knowledge, financial literacy, digital skills and citizenship.

India's International Literacy Day event set out a broader definition of literacy that includes comprehension, applied knowledge, financial literacy and digital skills alongside reading and writing.

The Education Ministry is running Literacy Fortnight from 1 to 14 September under ULLAS, with workshops, local programmes, registration drives and public outreach. Tripura's chief minister reported a 95.6% literacy rate and a goal of reducing dropout rates over the next three to four years.

Why it matters

Adult and foundational literacy increasingly influence access to digital services, finance, employment and civic participation.

SCULTRA point of view

Campaign activity should be followed by learner enrolment, assessed proficiency, retention, digital and financial competencies, volunteer capacity and comparable state-level gaps.

Limitations

This is mainly an event and campaign announcement. Tripura's reported rate and wider ULLAS claims require consistent definitions and independently comparable assessment data.
